Default what the hell is that

i tried removing my friends tail lights, but therre is this lil black metal like thing holding one of the screws in??? how do you take that off? i tried poppin ti off with a screwdriver but it wouldnt budge???

its 00 gt hardtop, there are four screws holding the taillight in, i removed the four nuts, and after i did, one of the screws has this metal like washer which is bonded to the screw and car, holding the taillight in place, its obvious that it is the only screw holding the tailight on, but i coudlnt get it off, it was my friends car so i was about to just rip it off or anything, cause i just need to borrow his taillights for an inspectionon my car. i got cited for illegal taillights. lol
