I don't know if the law varies from state to state, but here in CT you have to have a valid drivers license and proof of insurance before any dealership will allow you to take a car off the lot. I would think you could get all the financials in order, you just wouldn't be able to take the car until the DL and insurance problems are solved.
As for the insurance, you'd need to get the VIN and all other info on the GTO and I think you need to get a new policy, and at the same time cancel the policy on the Mustang. They are two different cars, soyou're premiums may be different...I would imagine that if they're more, you would pay the difference, if they're less, then you'd have a credit.
I'm not 100% sure about your situation, I can only speak as to how it's handled in CT.

In VA you have to provide proof of insurance when making the purchase. this is an easy task as all you have to do is get the vin of the car and call your company. they will cancel your old policy and send you new cards. when I bought my second car, they faxed the dealership my cards the same day so when I drove off the lot i was fully insured and legal. when I bought my stang, my company emailed me a .pdf of my temporary insurance cards so I was insured before I had signed the dotted line.
something to consider before you purchase. Get a quote from your insurance company before you buy. a GTO has a hell of alot more power than a v6 stang, I'll bet lunch that it costs more to insure.

Just an FYI:
I got a quote fora 2005GTO through Geico, they insure my Mustang. My insurance would be $100 more per year for the GTO. I'm 26, single, and male. I have a clean driving record. If you're under 25, single, or don't have a clean driving record,I would be willing to bet your premiums could be more.
May be worth your while to check up on what your premiums may be...may not be worth the switch.
BTW, if you don't mind my asking, why do you want to trade in your Mustang?

another thing to think about..(here in ohio anyway) mustangs arent worth CRAP right now. We went to get a trade in apprasail on mine 2 weeks ago and were offered 11,000 for it. And mines an 06' with only 3,500 miles on it...so your trade in value might turn you away too...and if anyone is wondering im trying to sell my car b/c i play hockey year round and a mustang trunk just isnt big enough to get (goalie) gear into it...even with the backseats down. So i need a truck.

I can imagine it is very tough trying to squeeze all that goalie gear into the trunk! Too bad you need to get rid of her...
